Summary
After Council approval for moving forward with a consultant to assist the City with developing a Industrial Pretreatment Program and Fats, Oil, and Grease (FOG) Management Program, staff have been working with the consultant to develop proper procedures on ways to both keep the City compliant with it’s wastewater discharge permit as well as prevent any unnecessary contaminants from entering the wastewater collection system.

These programs will ensure that Industrial customers and Food Service Establishments (FSEs) are prevented from sending either industrial pollutants or large volumes of FOG to enter into the wastewater system. In developing these programs, the consultant and staff developed various Standard Operating Procedures (SOPs), Enforcement Response Plans, and a variety of standard forms and templates for this program.

The Industrial Pretreatment Program and this ordinance revision will give a more robust mechanism for Utility staff to monitor industrial users and give staff a mechanism to bring enforcement on those users that are discharging contaminants that are above the Technically Based Local Limits (TBLLs). This ordinance modification is intended to bring the wastewater Utility within compliance with the latest requirements in 40 CFR Part 403 and with TCEQ discharge requirements.
