Authorizing the City Manager to award a construction contract for the Weiss Lift Station Riser Column Repairs to Prota, Inc. in the amount of $247,700.

Summary
The City’s Weiss Lane Lift Station takes the majority of the wastewater flow for land east of SH 130. It is absolutely critical that the facility continues to operate efficiently and at full capacity for the remainder of it’s life through 2024. The pumps were upgraded in 2019 as a means to ensure that the facility could continue to convey flow throughout 2024 until the Sorento Interceptor and the Wilbarger RWWTF are constructed and online. Once those facilities are constructed, we will then be decommissioning the lift station. Recently staff noticed that the riser columns that transport the raw wastewater from the discharge of the pump into the common force main had started to develop leaks at the common flanges and one of the pipes has developed a hole in one of the pipe sections which will progressively get worse as we use it.

This contract will allow for the contractor to complete bypassing of the lift station in order for them to accomplish a confined space entry into the wet well safely and perform the work involved. This will require the contractor to remove each of the existing pumps and related discharge pipes to replace the piping and reconnect the pumps after the new piping is installed. Once all of the discharge piping is replaced by the contractor, the pumps will be installed back into the pit and the station will be returned to normal operation. Given the proximity of the location to neighboring residents, the bypass pumping operation will be done with hard-wired pumps instead of diesel powered pumps to minimize any excess noise while the work is going on.
