Approving an ordinance on second reading with the caption reading: An Ordinance of the City of Pflugerville, Texas, amending the City of Pflugerville, Texas Code of Ordinances Title VII Traffic Code, Chapter 71 Parking Regulations, Section 71.05 parking prohibited in certain designated areas by adding additional temporary no parking zones required by construction; providing for a penalty for a violation of Chapter 71 as a Class C Misdemeanor and a fine in an amount not to exceed $200.00; providing that this ordinance shall be cumulative; repealing all ordinances to the extent they are in conflict; providing for severability; and providing an effective date. Portions of the Heatherwilde Subdivision will be effected due to construction activities related to Heatherwilde Subdivision Phase 2 Pavement Rehabilitation project and part of the Pavement Maintenance Program.
Summary
The City is amending Chapter 71 of our Code of Ordinances relating to parking on city streets by adding temporary no parking zones along portions of the Heatherwilde Subdivision for construction activities related to Heatherwilde Subdivision Phase 2 Pavement Rehabilitation project.

This temporary no parking ordinance will be revoked on completion of the project.
As part of the City’s Pavement Maintenance Program, Council approved the design for the Heatherwilde roadway improvements at the July 28, 2020 Council meeting. This included design for all residential roadways and Heatherwilde Boulevard North of Pecan to Pfennig Lane. Staff subsequently was able to complete design and construction bidding for the first phase of the Heatherwilde project and recommend awarding the construction contract at the September 22, 2020 Council meeting where it was then approved.
At the January 12, 2021 work session, staff provided an update to Council regarding the City’s Pavement Maintenance Program and 5 year roadway project plans which included showing Heatherwilde Phase I project as well as others through the end of 2025 including Heatherwilde Phase II taking place in fiscal year 2021. In preparation of the 2021 project, staff brought forward an Engineering Services agreement at the April 13, 2021 Council meeting which included not only design for Heatherwilde Boulevard South of Pecan but also project management and coordination, and bid services for Heatherwilde Phase II. Staff is anticipating bringing forward a recommendation for awarding construction agreement at the September 14, 2021 Council meeting at which time staff will also be bringing forward the second reading of the temporary no parking ordinance.
