Summary
The scope of work for this project includes rehabilitation for Phase 2 roadways as part of the Heatherwilde Subdivision Pavement Rehabilitation Project. The proposed construction includes pavement rehabilitation for the following roadways listed below. The project includes a base bid and one alternate as listed below.

As part of the City’s Pavement Maintenance Program, Council approved the design for the Heatherwilde roadway improvements at the July 28, 2020 Council meeting. This included design for all residential roadways and Heatherwilde Boulevard North of Pecan to Pfennig Lane. Staff subsequently was able to complete design and construction bidding for the first phase of the Heatherwilde project and recommend awarding the construction contract at the September 22, 2020 Council meeting where it was then approved.
At the January 12, 2021 work session, staff provided an update to Council regarding the City’s Pavement Maintenance Program and 5 year roadway project plans which included showing Heatherwilde Phase I project as well as others through the end of 2025 including Heatherwilde Phase II taking place in fiscal year 2021. In preparation of the 2021 project, staff brought forward an Engineering Services agreement at the April 13, 2021 Council meeting which included not only design for Heatherwilde Boulevard South of Pecan but also project management and coordination, and bid services for Heatherwilde Phase II.
The attached bid tabulation shows the bid in which Terra Path was the low bidder with the base bid of $1,064,000 and bid alternate of $390,000 for a total bid of $1,454,000.
The opinion of probable construction cost for the base bid and bid alternate provided by the Engineer consultant totaled $1,230,246 and based on this projection staff managed a budget balance of $1,337,847 to maintain an approximate 9% construction contingency. The difference in opinion of probable construction cost and the amount of the low bid is largely due to material cost. The unit pricing for the asphalt and base removal items make up 75% of the variance. Unit pricing in estimating construction cost for Phase 2 was based off of unit costs bid on the Heatherwilde Phase 1 project recently completed. Evident on both bids received for Phase 2, unit costs were much higher compared to bids received for Phase 1.
