Approving the selection of Tyler Munis for implementation of a Enterprise Resource Planning (ERP) and authorizing the City Manager to enter into contract negotiations.

Summary
This item is being brought forward for City Council consideration as a two step process due to the size and scope of the project. If the item is approved, City staff will begin contract negotiations with Tyler Technologies and develop a Professional Services Agreement which will be brought forward for City Council consideration once complete.
The City of Pflugerville began the ERP project in September 2020, with the goal to select an integrated enterprise system that will support City staff in the delivery of government services and activities, leverage industry best practices, significantly improve the efficiency and effectiveness of the City's business processes, and be flexible enough to encompass other functions, modules, and features, as needed, both now and in the future.
The project began with the development of a comprehensive Request for Proposal (RFP), detailing the City’s functional, technical, and implementation service requirements to select a new ERP solution provider. An ERP selection committee was formed, and they defined an evaluation process and criteria to identify the best ERP solution provider for the City. In April 2021, seven (7) ERP software vendor proposals were submitted to the City for ERP selection committee evaluation. After the ERP selection committee completed a thorough review and analysis of all proposals, four (4) ERP software providers were short-listed to provide scripted vendor demonstrations to City stakeholders. Following vendor demonstrations, the City performed additional due diligence including reference checks. The ERP selection committee then performed final evaluation scoring in August 2021, and Tyler Munis was the highest ranked solution provider based on the ERP evaluation criteria.
