Discuss and consider action to award a construction contract for the Highland Park Wastewater Interceptor Project to D Guerra Construction the lowest responsible bidder of five (5) bids received on August 26, 2021, in the amount of $2,168,090 and authorizing the City Manager to execute same.

Summary

This item is for the award of a construction contract for the Highland Park Wastewater Interceptor project, which is identified as project B in the 2020 Wastewater Master Plan Update.

The City contracted with Kimley-Horn and Associates for design of the Highland Park Interceptor project as identified in the 2020 Waastewater Master Plan. This project involves installation of approximately 1,400 linear feet (LF) of 33-inch and approximately 1,500 LF of 24-inch sanitary sewer interceptor pipes along Wilbarger Creek west of State Highway (SH) 130. This project will connect to the SH 130 wastewater interceptor which feeds directly to the Central Wastewater Treatment Plant. The 24-inch and 33-inch sanitary sewer interceptor pipes will be installed using a combination of open cut and bore construction methods, installed to a depth of 16 to 20 feet for the 33-inch pipe and 8 to 16 feet for the 24-inch pipe. In addition, project includes installation of multiple 60-inch manholes and the decommission of the Highland Park Lift Station as well as the Pfluger Crossing Lift Station after completion of the interceptors.  Salvageable materials from the existing Lift Stations will be returned to the City as part of the decommissioning.

The purpose of this project is to remove the existing Lift Stations for transfer wastewater flows to the Central Wastewater Treatment Plant by gravity flow. Installation of this wastewater line will allow the decommissioning of two (2) Lift Stations, therefore decrease operations and maintenance expenses.

Notices for the bid opening were posted in the Pflugerville Pflag as required on August 4, 2021 and August 11, 2021. The bidding process was facilitated through a plan holder website, civcastusa.com. The City of Pflugerville opened bids for the project on August 26, 2021 at 3 pm. Five (5) bids were received and publicly opened and read aloud in a virtual bid opening meeting. The bid form included one base bid, and four bid alternates. Additive Alternate No. 1 substituted 24-inch PVC for 24-inch FRP on the west portion of the project. Additive Alternate No. 2 is for Contractor remobilization for lift station decommissioning. The decommissioning sequencing is dependent on the Central Wastewater Treatment Plant improvements, and this line item was added to give the City flexibility if the Highland Park Interceptors were built before the Central Plant is ready to receive flows. Additive Alternate No. 3 allows for the substitution of 36-inch FRP in lieu of 33-inch FRP in the event that the 36-inch pipe is comparatively priced and can be delivered to the site sooner than 33-inch FRP pipe. The Deductive Alternate No. 1 allows the contractor to install the most upstream portion of 24-inch pipe by open cut in lieu of the trenchless installation shown in the plans. Based on the bids received, the Highland Park Interceptor will be constructed with the Base Bid plus Additive Alternate 1, Additive Alternate 2, Additive Alternate 3, and Deductive Alternate 1.

Construction is anticipated to start by late-October and take around five (5) months to substantial completion and six months for final, weather permitting.

Staff concurs with the Engineer of Records Recommendation to award the construction contract for the Highland Park Interceptor project to D Guerra Construction for the Base Bid plus Additive Alternate No. 1, Additive Alternate No. 2, Additive Alternate No. 3 and Deductive Alternate No. 1 in the amount of $2,168,090.00.

The approved total project funding for the Highland Park Wastewater Interceptor project in FY22 is $2,793,622 which is funded through the utility bond program. Upon approval of this construction contract, the total project budget will have approximately $79,300 remaining.

Prior City Council Action

City Council approved a professional services agreement with Kimley-Horn in the amount of $297,122.00 for professional services associated with the Highland Park Interceptor Project at the February 25, 2020 meeting.

City Council approved a professional services supplemental agreement with Kimley-Horn in the amount of $66,500 for professional services associated with the Highland Park Interceptor Project at the January 26, 2021 meeting.
