Title

Approving the selection of Halff and Associates, Kimley-Horn and Associates and LJA Engineering to provide professional services for the Traffic Signal Management projects and implementation of the Pflugerville Signal System Assessment and Improvement Plan and authorizing the City Manager to enter into negotiations as needed regarding scopes of work and fee proposals.                                                                                                                                                                                                                                                                                                                                                                       

 

Summary

The City of Pflugerville solicited requests for qualifications from engineering firms to provide Professional Services for the Traffic Signal Management projects and implementation of the Pflugerville Signal System Assessment & Improvement Plan for two or more firms over a three (3) year period. Projects may include design phase, bidding and construction phase and project management services for approximately 45 existing traffic signals in the city and any new signals. City staff received six (6) statements of qualifications (SOQs) which were reviewed, scored and ranked, as no interviews necessary to determine recommendation(s).  Ordinarily, Staff would propose an agenda item to request Council approval for selection and approval of a professional services contract, yet in this instance, the proposed projects are identified in the FY22 budget. 

 

In order to conclude the Request for qualifications (RFQ) process, the City Council must approve the firm(s) recommended to provide the services requested in the RFQ.  Since the projects have been identified in the approved FY22 Budget, the project durations will include an initial professional services agreement contract for each firm and multiple supplemental agreements for added services as needed over the three (3) year period.  Scoping and discussions with consultants can begin for the projects, with City Council approval, as schedules will be negotiated with the selected firms for the FY22, which begins in October.  Staff can return for individual professional services contracts as needed for City Council approval, based on the approved Purchasing Policy.  Staff recommends selecting three (3) of the responders for inclusion in our pool of engineering consultants to be selected for various traffic engineering projects over the next three years. The three (3) most qualified firms from the scoring are Halff and Associates, Kimley-Horn and Associates, and LJA Engineering.

Kimley Horn & Associates and LJA Engineering will be responsible for the implementation of the Pflugerville Signal System Assessment & Improvement Plan that is included in the 5-year Capital Improvement Program including traffic signal management projects and establishing the advanced traffic management systems. Halff Associates will be responsible for collecting traffic data at signalized intersections, as needed, and monitoring, analyzing, and reporting the level of service (LOS) for the intersections of concern. The firms will be required to provide flexible and comprehensive reporting to assist in efficient traffic operations in and around the City, improving travel time and travel time reliability along arterials and the transportation network for all road users (motorists, cyclists, and pedestrians), improving safety for road users in the roadway network in Pflugerville, maintaining and sustaining coordination between consecutive traffic signals, improving knowledge of and proficiency in the use of advanced technologies for transportation operations.

 

By creating a prequalified list of engineering firms for traffic signal management projects, City staff will be able to move quickly to scope and kick off related projects since the qualifications of the firm have already been vetted and the selection of the firm approved by City Council. Where required by City procurement requirements, future professional service agreements related to traffic signal management will be brought forward for City Council consideration.

May 22, 2021: Resolution approved for City to assume operations and maintenance of existing TxDOT traffic signals.

April 27, 2021: Professional Services Agreement approved for Traffic Signal Maintenance services.

Kimley-Horn presented the City’s Traffic Signal System Assessment and Improvements Plan and Texas Department of Transportation (TxDOT) Signal System Field Assessment Report to City Council at the June 23, 2020 meeting.

Recommended Action

Approve the selection of Kimley-Horn, LJA Engineering, and Halff Associates, to provide professional services associated with the Traffic Signal Management projects and implementation of the Pflugerville Signal System Assessment & Improvement Plan and authorizing the City Manager to enter into negotiations as needed regarding scopes of work and fee proposals.
