Discuss and consider action to approve an ordinance on second reading with the caption reading: An Ordinance of the City of Pflugerville, Texas amending rates for wastewater customers of all districts identified herein; repealing all ordinances to the extent they are in conflict; providing for severability; and providing an effective date.
Summary
The City of Pflugerville currently provides wastewater services to Kelly Lane WCID 1 & 2, Lakeside MUD #3, Lakeside WCID 1, 2a, 2b, 2c, and 2d. The original rate the City charged the district customers was $40 per LUE and have not increased since inception. Over the last two years the City has conducted cost of service studies and adopted rates based the rate recommendations from the study. This increased wastewater fees to the city customers but not the district customers. This is the first attempt to increase district wastewater rates. The fees recommended in the most recent rate study reflect assumptions of the districts increasing their rates generating additional revenue. Should the districts not increase bill rates the City's rates would be required to increase more significantly to provide the revenue required to meet all expenditure and debt service projections. One additional rate for the 4" meter was added to amend the ordinance.
