Title

Approving action to award a construction contract for the Pecan at Heatherwilde Roadway Project to Lone Star Sitework, LLC. the lowest responsible bidder of five (5) bids received on September 23, 2021, in the amount of $330,085.25 and authorizing the City Manager to execute same.

 

Summary

In February 2019, the City contracted with Pacheco Koch for the design of the West Pecan Street at Heatherwilde Boulevard intersection, please refer to the background information for more history related to project. The project purpose is to increase operational efficiency of the intersection, decrease driver delay and enhance turning movement storage capacity within the Pecan St. at Heatherwilde Boulevard intersection. The project includes constructing left turn lanes to increase left-turn storage capacity on Heatherwilde for both northbound and southbound turn lanes, requiring a separate left-turn traffic signal, roadway lighting modifications as well as removal of gateway and other ancillary items within the N. Heatherwilde Boulevard median. All roadway improvements will be constructed within the City’s existing right-of-way (ROW) in the median without modification of existing Americans with Disability Act (ADA) curb ramps. The improvements are anticipated to be complete in March 2022. 

 

Notices for the bid opening were posted in the Pflugerville Pflag as required on September 1, 2021 and September 8, 2021. The bidding process was facilitated through a plan holder website, civcastusa.com. The City of Pflugerville opened bids for the project on September 23, 2021 at 3:00 p.m., five (5) bids were received and publicly opened and read aloud. Lone Star Sitework, LLC is recommended by Pacheco Koch and requested for City Council approval as the lowest, responsible, responsive bidder of the 5 bids received.

 

The City has not yet worked with Lone Star Sitework on any previous Capital Improvement Projects. Pacheco Koch contacted three (3) references provided by the contractor all of which reported no issues with the company. 


The project is funded through the 2018 Certificate of Obligation Bond Program and the 2020 General Obligation Bond Program.

Backgound Information:

The intersection improvements at West Pecan Street at Heatherwilde Boulevard design was initiated in February 2019, $363,000.00 was allocated as a part of the 2018 Certificate of Obligation (CO) Bond Program for design and construction. The Project consists of the engineering and construction of intersection and operational improvements including; pavement markings, traffic signal improvements, and the addition of turn lanes at FM 1825 (W. Pecan Street) and Heatherwilde Boulevard.

 

City staff has been coordinating with the Texas Department of Transportation (TxDOT) North Austin Area Office on the project for concurrent reviews of approval of the project plans and specifications prior to authorization of work. A majority of the roadway improvements will be performed on Heatherwilde Boulevard with support sidewalks and traffic signals in the TxDOT right-of-way. TxDOT required approval of a Local On-System Agreement (LOSA) prior to authorizing the City to perform work within the State right of way. The LOSA is used by TxDOT for construction projects within State right of way when the local government proposes to perform and fund all elements of the project. TxDOT approval grants the City of Pflugerville the ability to work within the State right of way to construct the intersection improvements on Heatherwilde at Pecan Street, Pecan Street is a TxDOT roadway known as FM 1825. The agreement specified that the City will pay TxDOT review fees in the amount of $8,119.00. City Council approved Resolution Number 1826-20-12-08-0793 on December 8, 2020 authorizing the City Manager to execute the LOSA with TxDOT for roadway work associated with the project. City staff received the authorization to bid the project from TxDOT on August 19, 2021. 

 

Prior City Council Action

City Council approved a professional services agreement with Pacheco Koch Consulting Engineers, Inc. in the amount of $213,650.00 for professional engineering services associated with the Pecan Street Intersection Improvement projects on February 26, 2019. Of the approved professional services agreement only $65,971.25 was allocated to the Pecan at Heatherwilde project.

City Council approved Resolution Number 1826-20-12-08-0793 on December 8, 2020 authorizing the City Manager to execute an Agreement for a Local On-System Improvement Project (LOSA) with the Texas Department of Transportation (TxDOT) for roadway work associated with the Heatherwilde at Pecan Street intersection improvement project.
