Summary
The scope of work for this project includes project management and coordination, data collection, design plans and construction documents, and bid phase services for the FY22 Pavement Maintenance Plan rehabilitation project which consists of South Heatherwilde Boulevard rehabilitation from 301 South Heatherwilde Boulevard to Wells Branch.
On February 11, 2020, the City Council was presented, discussed and approved the 2019 Pavement Management Services Pavement Condition Report. During the meeting, several maintenance/ preservation funding scenarios were presented and an optimum distribution of the 20% preservation and 80% rehabilitation was recommended. The City Council has allocated $2,000,000 in the FY 2022 budget from Street Maintenance (Contracted). In addition to this proposed South Heatherwilde Pavement Rehabilitation Project, the City is also proposing to contract HA5 Treatment, a high-density mineral bond uniquely emulsified with a near neutral charge that is able to hold a proprietary bland of fine aggregates, for pavement preservation. The contract for the HA5 Treatment is anticipated to be brought forward for City Council at a later date.
In identifying the rehabilitation projects for the 2020 Pavement Maintenance Program, Staff reviewed the Overall Condition Index (OCI) map from the 2019 Pavement Management Services Pavement Condition Report, which is a combination of the Pavement Condition Index (PCI) and the International Roughness Index (IRI).
Once the preliminary engineering analysis are complete, a cost estimate will be completed and construction plans provided. The project is anticipated to be designed, bid, and constructed within FY22 and a construction contract will be brought forward for City Council consideration at a later date.
This project will be designed in accordance with the City of Pflugerville’s Uniform Development Code and Edition of the Engineering Design Guidelines & Construction Manual.
