Title
Approving a Professional Services Supplemental Agreement with LJA Engineering, Inc. in the amount of $81,235.00 associated with the 2020 Transportation Bond Program Project: East Pflugerville Parkway from Colorado Sand Drive to Weiss Lane, and authorizing the City Manager to execute the same.

Summary
The Professional Services Supplemental Agreement (PSSA) being considered provides for additional final design services for East Pflugerville Parkway (from Colorado Sand Drive to Weiss Lane) approved as part of the 2020 Transportation Bond.

LJA Engineering is currently under contract to perform the final design of East Pflugerville Parkway from Colorado Sand Drive to Weiss Lane. As part of the collaboration with proposed developments, LJA coordinated with the City Departments to review and determine inclusion of required Traffic Impact Analysis (TIA) mitigation items to be incorporated with the roadway improvements. The Approved TIA Reports for proposed Tacara and Lakeside Meadows Developments both proposed median access locations along East Pflugerville Parkway, anticipating pedestrians. In review of both proposed site developments, collective collaboration efforts as determined by LJA, two Pedestrian Hybrid Beacon (PHB) signals are recommended to provide for the safe passage of pedestrians crossing E. Pflugerville Parkway from the adjacent proposed developments. Approval of the proposed PSSA would allow LJA to proceed with two PHB signals, including one at the intersection of E. Pflugerville Parkway and the proposed Lakeside Meadows development driveway, and one at the intersection of E. Pflugerville Parkway and a proposed Tacara development driveway.

Upon coordination with the City’s Parks and Recreation Department, it was also determined that additional parking facilities would be required along the Lake Pflugerville Park property abutting E.
