Approving a professional services agreement with Halff Associates, Inc. in the amount of $202,640 as total compensation under basic services and not to exceed $25,000 for optional additional services that may be provided at the request of the City for a Downtown Streetscape Master Plan, and authorizing the City Manager to execute same.
Summary
On February 8, 2022, City Council adopted the Downtown Action Plan update, which outlines immediate and short-term projects and tasks for the next five years. The Downtown Streetscape Master Plan is identified as an immediate goal for FY22-FY23.
The Downtown Streetscape Master Plan will provide cohesive design guidelines and schematics for expanded pedestrian spaces, sidewalks and accessibility, decorative pavement, street furniture, street and pedestrian-scale lighting, landscaping, and on-street and alley-loaded parking. The Downtown Streetscape Master Plan will also include high-level cost estimates for project phasing and overall costs.
The City of Pflugerville solicited requests for qualifications (RFQ) from qualified landscape architecture and engineering firms to provide professional services for the development of a Downtown Streetscape Master Plan. The City received a total of six Statements of Qualifications (SOQs) from interested firms on April 13, 2022. The SOQs were reviewed and scored by an evaluation committee. The committee determined that Halff Associates, Inc. was the highest ranked firm to perform professional services related to the creation of a Downtown Streetscape Master Plan.
