Approving a construction contract with Prota, Inc. to perform repairs on the Carmel Lift Station in the amount of $137,516, and authorizing the City Manager to execute same.

Summary
In May 2022, City staff were able to identify that there was an issue with one of the two submersible pump rails at the Carmel Lift Station that was preventing the pump from operating properly. After further investigation, it was determined that the discharge piping from the lift station was never properly coated with the appropriate coating system that prevents deterioration of the discharge pipes in 2017 when the lift station was constructed. As wastewater lift stations are typically a highly corrosive environment, the materials used within the wet wells are either comprised of stainless steel or have a specified coating thickness to prevent corrosion of metal components. Due to the corrosion of the discharge pipes that were not coated, it has caused the discharge pipe to break away from the supports and twist which has caused the pump to not be able to run properly.

As this corrosion is currently affecting both pumps with one out of service, City staff acted quickly to get a contractor to have material mobilized and ordered to avoid delaying the work any longer than necessary. This was paramount given that we only have single pump operating currently. This work will also require bypassing the lift station completely in order to replace the discharge piping with properly coated pipes and to reattach the discharge pipes to the support structures mounted throughout the wet well.

City staff coordinated with Prota, Inc on this work as they have done high quality work for the City previously on very similar jobs and we have worked very well with them.
