Title

Approving a Professional Service Agreement with Quiddity Engineering, LLC in the amount of $148,800 for professional engineering services associated with the preparation of a reclaimed water master plan update, and authorizing the City Manager to execute same.

 

Summary

The City last completed a reclaimed water master plan in 2014 and has engaged in smaller studies regarding the feasibility of using reclaimed water in the City at various points.  This update to the reclaimed water master plan will help to continue to guide the city’s use of reclaimed water across the city and provide the necessary tools to analyze any proposed additions to the wastewater system to be able to utilize reclaimed water.  As reclaimed water would be using our treated effluent from our wastewater treatment plant(s), it would be an incredibly cost-effective way to utilize our current resources without needing to draw more raw water from LCRA or deplete our groundwater supplies for uses such as irrigation.  This study will be primarily looking at ways to utilize reclaimed water for irrigation and other non-potable water uses throughout the City and will be working in parallel with the work we are currently engaged on to use reclaimed water for Direct Potable Reuse (DPR) from other wastewater effluent sources as a future potable water supply source.

The project scope includes an update to the City’s reclaimed water model based on new or future developments and determining the ability for those developments to use reclaimed water.  The project will also look at internal city customers such as 1849 Park that use a large amount of irrigation water and whether it would be feasible to use reclaimed water for their irrigation.  Based on potential demands and uses, a comprehensive reclaimed water capital improvement plan will be provided for various scenarios for the City’s uses.  The results of the study will be summarized in a Reclaimed Water Master Plan Report and brought to City Council for adoption.

The budget for this project is split between two different funds and fiscal years.  For FY22, we have $70,000 allocated in the Utility Administration Budget and in FY23, we have $80,000 allocated in the Utility Capital Improvement Program.
