Title

Approving a Professional Services Supplemental Agreement with Burns and McDonnell Engineering Company, Inc., in the amount of $767,795 for professional engineering services associated with the 2020 Transportation Bond Program Project; Intersection Improvements II (E. Pflugerville Parkway at FM685 and Copper Mine Overpass - SH130 at FM 685), and authorizing the City Manager to execute same.

 

Summary

This item has been included on the agenda to request approval of a Professional Services Supplemental Agreement with Burns and McDonnell Engineering Company, Inc., in the amount of $767,795 for professional engineering services associated with the 2020 Transportation Bond Program Project; Intersection Improvements II (E. Pflugerville Parkway at FM685 and Copper Mine Overpass - SH130 at FM 685 as it supported by the infrastructure pillar of the Strategic Plan.

 

On July 27, 2021, the City of Pflugerville approved and executed a Professional  Services Agreement with Burns and McDonnell Engineering Company, Inc. (BMD) for professional engineering services associated with the engineering design of Intersection Improvements II including E. Pflugerville Parkway at FM 685 and Copper Mine Overpass - SH130 at FM 685.  The Project includes design for various intersection improvements, including turn lane additions, new or modified traffic signalization, geometric and safety improvements. The Scope of Services included field surveying, subsurface utility engineering, traffic analysis, environmental services, geotechnical studies, hydrologic/hydraulic analysis, and traffic signal study.

 

BMD’s proposed amendment includes final engineering design and analysis, opinion of probable construction costs, and construction phase services for the improvements to the intersections of SH130 (Copper Mine Overpass) and FM 685, and E. Pflugerville Parkway and FM 685. The proposed improvements, in general, include U-turn lane additions, replacing dated traffic signal equipment and modifying signalization, geometric and safety improvements, sidewalk and Americans with Disabilities Act (ADA)  Improvements. 

 

The amended Scope of Services includes Design Management, Final Design, Bid Phase Services, Construction Phase Services, ROW/Easement Services, Survey and Subsurface Utility Engineering Services, Environmental, Permitting, Plan and Submittal Checklists, and Quality Control/Quality Assurance. The bid package is anticipated to be delivered by the Fall of 2023.

 

Both intersections include work in the TxDOT right of way, which requires the city to enter into agreements with TxDOT.  At the time of the approval, TxDOT is drafting a Local On-System Agreement (LOSA) for E. Pflugerville Parkway and FM 685.  TxDOT Austin District is waiting for Central Texas Turnpike System (CTTS) to complete their review of the FM685 at SH130/Copper Mine Overpass and will draft the Advance Funding Agreement after they receive comments.  Both of these agreements will be presented to the city council.   

 

Approval for the design and construction of the project was provided as one of the voter-approved 2020 General Obligation Bond projects. 

 

Prior City Council Action

Pflugerville City Council called November 3, 2020, bond election for three propositions totaling $191.3 million at the August 11, 2020, meeting.

 

Pflugerville City Council approved a Professional Services Agreement with BMD totaling $224,335.13. At the July 27, 2021, meeting.
