Approving an Interlocal Agreement with Capital Metropolitan Transit Authority (CMTA) for an update to the Transit Development Plan (TDP), and authorizing the City Manager to execute same.
Summary
In 2015, the City partnered with Capital Metropolitan Transit Authority (CMTA) to complete the first Transit Development Plan (TDP) for the City. In 2018, that plan was amended which resulted in a transit pilot program for the City that ran from March 2021 and will conclude September 30, 2022. In order to ensure we are meeting the needs of Pflugerville residents, it is recommended that the Transit Development Plan (TDP) be updated every 3-5 years. Updating the TDP also ensures that the City remains eligible for the use of Section 5307 funding. Section 5307 funding are federal dollars made available to communities, through agreements like this one, for transit planning efforts. Per the Texas Transportation Code 451.056, Capital Metro is the entity responsible for coordinating transportation services for the region, including outside their service area which makes Pflugerville eligible for Section 5307 funding. This interlocal agreement (ILA), is established to update the TDP with the use of Section 5307 funding. For planning efforts, the local match for Section 5307 funding is 20%. For this effort, the City of Pflugerville's match is $30,000.
If approved by City Council and the Capital Metropolitan Transit Authority Board, staff will begin working in collaboration with Capital Metro staff to scope and contract for professional services to deliver an updated TDP for the City in FY23.

Deadline for City Council Action
Action is requested on September 13, 2022, in order to provide timing for the Capital Metropolitan Transit Authority Board's consideration prior to the start of the new fiscal year on October 1, 2022.
