Title
Approving a contract with Trojan Technologies in the amount of $665,520 for Ultraviolet Disinfection Equipment associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project, and authorizing the City Manager to execute the same.

Summary
This agenda item is to request approval of a contract with Trojan Technologies to supply the Ultraviolet (UV) Disinfection equipment component of the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project. This item is supported by the Infrastructure pillar of the Strategic Plan.

On July 12th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the WCRWWTF Project, including the Pre-Selection of vendors for major treatment process equipment. As explained during a presentation by City staff at the July 12th City Council meeting, Pre-Selecting equipment vendors prior to completing the design of the project will allow the City’s Engineering Design Consultant to finalize the design for a single equipment supplier. This will avoid the need to issue a construction plan set with alternate designs for multiple vendors allowing the City to take advantage of the competitive bidding process for procurement of the equipment.

On August 4th, 2022, City staff received two (2) Competitive Sealed Proposals from vendors for Ultraviolet Disinfection Equipment for Phase 1 of the WCRWWTF Project.

A Selection Committee, which included the Design Engineer, CIP Engineering Staff and Owners Representative, reviewed and scored the proposals. Trojan Technologies was selected as the best value for the City. The best value proposal included the UV Disinfection Equipment with total cost of $655,520 for Phase 1 of the WCRWWTF.

The UV equipment Pre-Selection Purchase Agreement executed by the City will be reassigned to the General Contractor for the construction of the WCRWWTF Phase 1 Project. Once the Purchase Agreement is reassigned, the ...
