Approving the procurement of vertical turbine pumps in the amount of $442,880, and authorizing the City Manager to execute the same.

Summary
This item is to procure vertical turbine pumps in the amount of $442,880 associated with the Surface Water Treatment Plant Expansion Project.

In the early stages of the Surface Water Treatment Plant Expansion project, it was determined to be in the City’s best interest to sole source our Lake Pump Station’s vertical turbine pumps. This approach is gives the ability for City operations and maintenance staff to minimize the amount of spare equipment that is needed due to the standardization of all of the pumps at the pump station.

During the bidding phase of the project, City staff found that the sole manufacturer of our Lake Pump Station vertical turbine pumps, Pentair, had changed their distributor and stipulated that they would only hold the price of the pumps for 30 days. Given the current market climate surrounding this equipment and that bids would be opened soon for the project, it was determined to be in the City’s best interest to pre-purchase the pumps to lock in the price. As the pumps have a 46-week lead time from issuance of a Purchase Order, the City would guarantee the price of the pumps now before further escalation and transfer the Purchase Order to the general contractor that was awarded the entire Surface Water Treatment Plant Expansion project. If City staff were to allow this purchase to be done by the general contractor, the City would incur the cost of both any cost escalation due to the delay and the general contractor’s markup on the pumps.

As Pentair’s new sole-source is Dynamic Pump Systems, the City would be required to purchase the pumps from this distributor. Dynamic Pump Systems has agreed to the City’s standard Purchasing Rider and this purchase would be funded out of the construction fund of the Surface Water Treatment Plant Expansion project.
