Summary
This agenda item is to request approval of a professional services supplemental agreement with Plus Six Engineering, LLC in the amount of $399,942 to provide Owner's Representative Services associated with the Central Wastewater Treatment Plant Expansion Phase 1 project. This items is supported by the Infrastructure pillar of the Strategic Plan.
Plus Six Engineering has been serving as Owner’s Representative during final design and bid phases for the Central Wastewater Treatment Plant Expansion since November of 2018.
Plus Six Engineering has been serving as Owner’s Representative during construction phase for the for the Central Wastewater Treatment Plant Expansion, Phase 1 since November of 2019.
The current construction contract requires Substantial Completion on May 9, 2022 and contract allows 60 days from Substantial Completion to Final Completion which is projected as July 8, 2022. Construction has been delayed and the current projected Substantial Completion from Contractor is December 31, 2022 with Final Completion 60 days later on March 1, 2022. City staff will continue to work with the contractor to ensure that the project completes successfully in this timeline.
Plus Six Engineering’s team is needed to serve as the City’s representative to provide coordination and administration of the construction contract for the benefit of the City. The scope of work for this project includes continuing Project Construction Management and Inspection, Commissioning and Startup Testing Services and Operations and Maintenance reporting services through February 28, 2023.
These services are necessary for construction of the Central WWTP Expansion Phase 1 project.
Prior City Council Action
City Council approved a professional services agreement with Plus Six Engineering, LLC in the amount of $2,954,744.00 at the November 27, 2018 City Council meeting to provide owner representative services associated with the Central Wastewater Treatment Plant Expansion Project.
City Council approved a professional services supplemental agreement #1 with Plus Six Engineering, LLC in the amount of $88,527.19 at the April 28, 2021 City Council meeting to provide owner representative services associated with design phase for the Central Wastewater Treatment Plant Expansion Project, Phase 2.
City Council approved a professional services supplemental agreement #2 with Plus Six Engineering, LLC in the amount of $200,000.00 at the November 30, 2021 City Council meeting to provide owner representative services associated with time extension for the Central Wastewater Treatment Plant Expansion Project, Phase 1.
City Council approved a professional services supplemental agreement #3 with Plus Six Engineering, LLC in the amount of $118,560.00 at the March 8, 2022 City Council meeting to provide additional owner representative services associated with continuing the Central Wastewater Treatment Plant Expansion Project, Phase 1.
