Title
Approving a resolution authorizing an Advance Funding Agreement with the Texas Department of Transportation in the amount of $42,003 associated with the E. Pecan and SH 130 project, and authorizing the City Manager to execute the same.

Summary
This agenda item requests City Council approval of an Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) for the planning of E. Pecan and SH 130 and on-system and off-system project.

The project scope includes widening existing E. Pecan St. roadway from three to six lanes, including up to an eight-lane width bridge over SH 130, curb and gutter, intersection and signal improvements, street lighting, underground storm infrastructure, and shared-use paths. This item is supported by the infrastructure pillar of the Strategic Plan.

The AFA will memorialize the roles and responsibilities of the Texas Department of Transportation (TxDOT) and the City of Pflugerville for the planning phase of the project. The planning phase will include the work efforts related to the preliminary design phase of the project such as: the development of the design plans and schematics, specifications and opinion of probable construction costs, identification of preliminary right-of-way needs, environmental requirements and public involvement, related to the project.

TxDOT has authorized the City to proceed with the approval of the AFA, and will submit this AFA for approval to the Transportation Commission upon approval by the City. The City must provide an approved resolution for TxDOT in order to execute the AFA. This initial AFA does require the City to submit a fee to allow TxDOT team to review. The proposed costs included in the AFA will require the City to pay $42,003 to TxDOT for direct and indirect costs as fees for the project, which is a minimal amount required by TxDOT.
