Approving a resolution authorizing the filing of an application for assistance from the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF) Loan Program for the Reclaimed Water Master Plan and the Central Wastewater Treatment Plant Expansion Phase 2 and authorizing a designated City representative for purposes of furnishing such information and executing such documents as may be required in connection with the preparation and filing of such application for financial assistance and the rules of the TWDB.

Summary
This agenda item recommends action to secure funding from the Texas Water Development Board (TWDB) for the Central Wastewater Treatment Plant Expansion Phase 2 project and the Reclaimed Water Master Plan.

The scope of the Central Wastewater Treatment Plant Expansion Phase 2 project is to expand the treatment capacity of the existing facility from 7.25 million gallons per day (MGD) to 8.5 MGD. Additional improvements include the rehabilitation of the existing clarification equipment, upgrade the existing filter basins, new electrical controls and SCADA equipment, the construction of a new effluent pump station and associated facility lighting improvements. The scope of the Reclaimed Water Master Plan is to identify potential customers, identify growth planning and incentive structures, reclaimed water system modeling and implementation phasing.

The projects are currently managed under an Owners Representative contract with CP&Y Inc. A Project Information Form (PIF) was previously prepared by CP&Y and City staff and submitted to the TWDB in March 2022. Based on the submitted project information, the TWDB formally invited the City of Pflugerville to submit an application to fund the projects through the Clean Water State Revolving Fund (CWSRF) in an amount not to exceed $30,600,000.
