Summary
The proposed agenda item is to approve an Equipment Pre-selection contract with T. Morales Company Electrical and Controls, Ltd. in the amount of $335,300 associated with the Second Colorado River Raw Water Pump Station Expansion Project. This item supports the infrastructure pillar of the Strategic Plan by expanding the City’s raw water capacity to the water treatment plant to meet current and future growth needs.
On September 13th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for pre-selection of equipment and construction of the Second Colorado River Raw Water Line (SCR RWL) Project. As explained during a presentation by City staff at the September 13th City Council meeting, procurement of equipment prior to completing the design of the project will allow the City’s Engineering Design Consultant to finalize the design for a single equipment supplier. This will avoid the need to issue a construction plan set with alternate designs for multiple vendors allowing the City to take advantage of the competitive bidding process for procurement of the equipment. This action also allows the City to take proactive steps to procure long lead time equipment.
The pre-procurement CSP was advertised on December 7, 2022. A pre-proposal conference was held on January 11, 2023. On January 31, 2023, at 2:00 pm, two (2) Competitive Sealed Proposals were received, and the results were read aloud for the record.
A Selection Committee reviewed and scored the proposal based on the published criteria. T. Morales Company Electrical and Controls, Ltd. was selected as the best value for the City. The Engineer of Record and staff recommend the award of this contract. The best value proposal included the pre-selection of Switchboard equipment with a total cost of $335,300 for the Second Colorado River Raw Water Pump Station Expansion Project.
The equipment Pre-selection Purchase Agreement executed by the City will be reassigned to the future general contractor for the construction of the Second Colorado River Raw Water Pump Station Expansion Project. Once the Purchase Agreement is reassigned, the General Contractor will assume all responsibility, including installation and payment for the equipment, under the terms of the equipment Purchase Agreement.

On September 13th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the Second Colorado River Raw Water Line (SCR RWL) Project, including the Pre-Selection of vendors for major pump station equipment.
