Title
Approving a resolution of the City of Pflugerville, Texas, and the state of Texas approving Advance Funding Agreement for the Intersection Improvements at FM 685 and Copper Mine Overpass/SH130, and authorizing the City Manager to execute the agreement.

Summary
This agenda item requests approval for the City to enter into an Advance Funding Agreement (AFA) with the State of Texas Department of Transportation (TxDOT) to construct the Intersection Improvements at FM 685 and Copper Mine Overpass/SH130 (the Project).

TxDOT requires approval of a Resolution and execution of an Advance Funding Agreement (AFA) prior to authorizing the City to perform work within the State’s right of way. The AFA outlines the roles and responsibilities of TxDOT and the City for design and construction projects within the state right of way when the local government proposes to perform and fund elements of the project.

For this Project, TxDOT has approved the authorization for City to move forward with the AFA and in turn, the City must provide an approved resolution for TxDOT to finalize the execution of the AFA. The City will not be required to pay TxDOT for the proposed AFA. Approval of the Resolution for the AFA will authorize the City Manager to execute the AFA.

The scope of the proposed Project improvements include: an additional right turn lane, a right turn signal, and additional pedestrian enhancements with sidewalk at Limestone Commercial Drive from southbound frontage road of SH 130 to approximately 1100 feet south of Shop Road. This project is funded by the 2020 Transportation Bond Program.

Throughout project development, City staff has been coordinating with the TxDOT North Austin Area Office for reviews and approval of the project plans and specifications which is required prior to authorization of work. The City will be required to obtain TxDOT approval before advertising, selecting the contractor, and awarding the construction contract for the project.
