Summary
This agenda item requests approval of a Generator Equipment Pre-Purchase contract with Alterman, Inc. in the amount of $1,667,229.00 for the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project. This item supports the Infrastructure Pillar of the Strategic Plan, by expanding the City’s wastewater treatment capacity to meet current and future growth needs.
On July 12th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the WCRWWTF Project, including the Pre-Selection of vendors for major treatment process equipment. As explained during a presentation by City staff at the July 12th, 2022 City Council meeting, pre-selection of equipment vendors prior to completing the design of the project will allow the Engineer of Record to finalize the design for a single equipment supplier and will also allow for advanced purchase of long lead time electrical equipment. This pre-purchase contract offsets and anticipates the long lead time of electrical components by initiating the purchase at an earlier point and thus maintaining the WCRWWTF project schedule.
The pre-procurement CSP package was advertised on December 7, 2022. A pre-proposal conference was held on December 13. 2022. On January 11th, 2023 at 2:00 p.m., City staff received three (3) Competitive Sealed Proposals from vendors for Generator Equipment for Phase 1 of the WCRWWTF Project and the results were read out loud for the record.
A Selection Committee reviewed and scored the proposals based on the published criteria which included a check of the offeror’s references. Alterman, Inc. was selected as the best value for the City, and a Letter of Recommendation of Award was provided by the Engineer of Record. The City concurs with the Engineer of Record’s recommendation of award. The best value proposal included the Generator Equipment with total cost of $1,667,229.00 for Phase 1 of the WCRWWTF.
The Generator Pre-Selection Purchase Agreement executed by the City will be reassigned to the General Contractor for the construction of the WCRWWTF Phase 1 Project. Once the Purchase Agreement is reassigned, the General Contractor will assume all responsibility, including installation and payment for the equipment, under the terms of the Purchase Agreement.
Prior City Council Action
On September 22, 2020, Council approved selection of Garver for professional services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project.
On October 27, 2020, Council approved a professional services agreement in the amount of $1,650,192 with Garver for the conceptual design of the Wilbarger Creek Regional Wastewater Treatment Facility Project.
On June 22, 2021, Council approved a professional services supplemental agreement with Garver in the amount of $7,896,181 for preliminary design, final design and bid phase services for the Wilbarger Creek Regional Wastewater Treatment Facility Project.
On July 12th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project, including the Pre-Selection of vendors for major treatment process equipment.
On September 27th, 2022, City Council awarded a pre-procurement contract to Trojan Technologies for the supply of UV Disinfection Equipment for the WCRWWTF in the amount of $655,520.
On January 10th, 2022, City Council awarded a pre-procurement contract to T. Morales Company Electrical and Controls, Ltd. to supply Electrical Equipment for the WCRWWTF in the amount of $7,106,645.
