Title
Approving a Professional Services Agreement with Cobb-Fendley in the amount of $157,370 for professional engineering services associated with the Downtown Utility Study, and authorizing the City Manager to execute the same.

Summary
This Professional Services Agreement (PSA) is to perform Subsurface Utility Engineering (SUE) services for the City of Pflugerville downtown area to acquire higher quality water and wastewater infrastructure data. This project is aimed to perform higher levels of SUE quality data to better identify water and wastewater infrastructure that is in need of relocation, rehabilitation, or adjustment in size.

The City performed a very high level Downtown Utility Analysis in 2021 that looked at various utility infrastructure which included water, wastewater, electric, and telecommunications in order to find ways to bring utility infrastructure underground. During this analysis, the consultant identified areas of concern for the water and wastewater infrastructure that appeared to not meet TCEQ design criteria regarding distance and size. This analysis only performed SUE Level D work which is looking at record drawings only and did not lend itself to being the most accurate for water and wastewater infrastructure as it was not the intent of the original analysis; however, it was identified that water and wastewater infrastructure within the downtown area needed to be better mapped and identified to plan for future improvements to the downtown area. In order to better plan and design for future improvements, staff will need to have a higher quality data for the water and wastewater infrastructure both to improve infrastructure and meet regulatory requirements.

This agreement is aimed to perform both SUE Level A and SUE Level B work which will allow for test holes to be done within the corridor to identify the alignments and material that the pipelines were constructed with at the time of their installation. This SUE work wil...
