Approving a resolution with the caption: Resolution of the City of Pflugerville creating an Art in Public Places program; establishing goals and policies for the review, consideration, purchase and commissioning of public art.

 

Summary

The proposed goals and art policies are intended to provide a foundation for the review, consideration and placement of public art. In an effort to increase participation and ensure transparency in the review and consideration of public art, the proposed policies provide that existing board and commissions will be used for the approval of art in their respective purviews, as provided below.

                     The Library Board shall review and consider public art proposals to be installed at the Pflugerville Public Library.

                     The Parks and Recreation Commission shall review and consider public art proposals to be installed within the City’s public parks and open space, along trails, and at park and recreation facilities.

                     The Planning & Zoning Commission shall review and consider public art proposals within the public right-of-way, at private establishments utilizing public funding, at public facilities not covered by the purview of the Library Board or the Parks and Recreation Commission.

In FY23 budget, funding is set aside for arts and culture innovations in the amount of $150,000.

 

Prior City Council Action

On February 8, 2022, the City Council adopted the Downtown Action Plan which identifies public art as a short-term, mid-range, and long-range action item with the intent of making Downtown a more vibrant destination.

On April 26, 2022, the City Council adopted the Aspire Pflugerville 2040 Comprehensive Plan which provides the following goals, objectives and action items supporting a public art program:

1.                     Enhance primary gateways into Pflugerville through the addition of street trees, sidewalks, landscaping, and public art improvements to provide a clear sense of arrival and departure into and out of the City;

2.                     Consider supporting public art through funding and other means, local art organizations, and community art events in public and semi-public spaces;

3.                     Support efforts to incorporate art, including sculptures, into parks, trails, and facility improvement projects;

4.                     Support efforts to incorporate Pflugerville’s history, agricultural heritage, and multicultural identity into parks, trails, and facility improvement projects; and

5.                     Be a community that instills passion and pride for the love of its city and where all residents are proud to call Pflugerville home.
