Discuss and consider action to award a construction contract for the Gilleland Creek Trail project to Boretex, LLC, the lowest responsible bidder of ten (10) bids received on April 20, 2017, in the amount of $289,777.10 and authorizing the City Manager to execute same.
Summary
This project includes construction of a ten foot wide concrete trail with grading, clearing and grubbing, tree trimming and tree removal, excavation (to include cutting into rock), backfill, culverts, concrete rip-rap, coffer dam, silt fencing, stabilized construction entrances and re-vegetation. The trail length is .56 miles - approximately 2,957 linear feet. It terminates on the west end by connecting to the Gilleland Creek Trail West and ends on the east side of the Swenson Farms Boulevard bridge, tying into the existing trail system there.
S & B Infrastructure, Ltd., the project’s design consultant, completed design work for this project in late 2016.
The attached bid tabulation shows the bids in which the low bidder was $289,777.10. The estimated cost of this project was $292,432.20.
Mean average for the bids was $425,156.74.
Status
The project was advertised for bids on March 29, 2017. Ten (10) bids were received and opened on April 20, 2017.
Fiscal Impact
Funding for this project is provided by a Texas Recreational Trails Fund Grant from the Texas Parks and Wildlife Department ($172,500), Deutschen Pfest proceeds ($62,500), with the remaining amount from Parkland Dedication (Park Escrow) Funds.

Staff recommends awarding the construction contract for the Gilleland Creek Trail project to the lowest responsible bidder, Boretex, LLC, in the amount of $289,777.10 .
