Summary
RRE Austin Solar has acquired and assembled additional land for the development of a solar farm in the Pflugerville extraterritorial jurisdiction. (ETJ). Pflugerville established the reinvestment zone in 2010 which has expired. This ordinance reestablishes the zone.
During the consideration of the ordinance on first reading on April 24, 2018, the City Council indicated concern for the project completion now estimated to occur at the end of 2020 when the deadline established by the non-annexation agreement is the end of 2019. The non-annexation development agreement was granted by the City of Pflugerville on September 26, 2017 with the adoption of Resolution 1587-17-09-26-0458, which required the developer of the solar farm to commence construction by the end of 2018, and complete construction by the end of 2019.

The City Council originally approved the creation of this reinvestment zone in 2010 with Ordinance No. 1062-10-11-23.
The City Council conducted a public hearing and approved this ordinance on first reading on April 24, 2018 with a vote of 4 affirmative votes and 3 no votes.
