Approving an ordinance on second reading with the caption reading: An Ordinance of the City of Pflugerville, Texas Adopting the Pflugerville Fee Schedule; Amending Certain Fees and Establishing Costs and Fees Charged by the City of Pflugerville; Providing for a Penalty for a Violation of Section 10.99 of the City Code of Ordinances; and Declaring an Effective Date.

Summary
Please find the attached ordinance which establishes a Master Fee Schedule for the City of Pflugerville and adopts new fees and readopts existing fees for the Building Department and Engineering Department. These fees are consistent with other cities in the region and will provide better recovery of costs for services. Since these fees are development related, they will have minimal impact on current residents that are not in the development process. Please find an attached comparison of the current fees and the new fees provided by this ordinance. These fees were reviewed and recommended by the Finance and Budget Committee.

The current Building Department fees were adopted in 2004 and are generally a flat, per unit fee. The new fees are based on a tiered square footage schedule which will better align the revenues with the level of staff effort to inspect and permit each project. In addition, a few new fees are proposed for small plan reviews such as signs, irrigation, and residential revisions. These smaller reviews were previously completed at no cost, however, the increasing volume necessitates recovery of staff time and effort.

The Engineering Department fee changes are related to the temporary use of the City's Rights of Way (ROW). The current ROW standard permit fee was adopted in 2012 at a rate of $50 which is requested to change to $100 to better reflect the size and complexity of projects.
