Approving a resolution authorizing the filing of an application for assistance from the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF) Loan Program for the Wilbarger Creek Regional Wastewater Treatment Facility and wastewater interceptors and authorizing a designated City representative for purposes of furnishing such information and executing such documents as may be required in connection with the preparation and filing of such application for financial assistance and the rules of the TWDB.
Summary
This agenda item is presented to inform City Council of the City’s interest in securing funding from the Texas Water Development Board (TWDB) in an effort to gain funding for the project while taking advantage of available Grant funds. The resolution will be included with the application to TWDB to fund projects through the Clean Water State Revolving Fund (CWSRF). The City is looking to submit an application for a Texas Water Development Board (TWDB) grant to fund several critical and large Capital Improvement project as noted in the approved 2019 Wastewater Master Plan. The projects included in the application are the Wilbarger Creek Regional Wastewater Treatment Plant facility, 54” Wilbarger Wastewater Interceptor line project, and the Sorento Wastewater Interceptor Phase 2 project.

The City has been coordinating with TWDB staff since May 2020 with the initial process of submitting a Project Information Form (PIF) document. TWDB invited the City of Pflugerville to submit an application to fund the projects through the CWSRF, as this funding program includes equivalency funding utilizing the Design, Bid, Bid delivery method. The Texas Water Development Board administers the CWSRF, authorized by the Clean Water Act. The CWSRF provides low-cost financial assistance for planning, acquisition, design, and construction of wastewater, reuse, and stormwater infrastructure.
