Summary
This agenda items requests approval of an Equipment Pre-Purchase contract with Smith Pump Company, Inc. in the amount of $1,596,407.25 for the Second Colorado River Raw Water Pump Station Expansion Project. This item supports the Infrastructure Pillar of the Strategic Plan by expanding the City’s raw water capacity to the water treatment plant to meet current and future growth needs.
On September 13th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for pre-selection of equipment and construction of the Second Colorado River Raw Water Line (SCR RWL) Project. As explained during a presentation by City staff at the September 13th City Council meeting, procurement of equipment prior to completing the design of the project will allow the City’s Consultant to finalize the design for a single equipment supplier and will also allow for advanced purchase of long lead time pump equipment. This pre-purchase contract offsets and anticipates the long lead time of pump equipment by initiating the purchase at an earlier point and thus maintaining the SCR RWL project schedule.
The Pre-procurement CSP was advertised on December 7, 2022. A pre-proposal conference was held on January 11, 2023. On January 31th, 2023, at 2:00 pm, one (1) Competitive Sealed Proposal was received, and the results were read aloud for the record.
A Selection Committee of qualified staff reviewed and scored the proposal based on the published criteria. Smith Pump Company, Inc. was selected as the best value for the City, and a Letter of Recommendation of Award was provided to the City by the Engineer of Record.
